A new category of space infrastructure is emerging where companies build satellites whose primary job is observing other satellites in orbit, providing what amounts to space situational awareness for an orbital environment that has gotten dramatically more crowded as commercial satellite constellations have scaled up

The basic driver here is straightforward, low earth orbit has filled up fast with commercial constellations, government assets and a growing amount of debris, and tracking what is actually up there, who owns it, what it is doing and whether it poses a collision or interference risk has become genuinely difficult using ground based tracking alone

Putting the tracking sensors in orbit alongside the objects they are monitoring gives a fundamentally different vantage point than ground based radar and optical tracking, closer range observation can pick up much finer detail about another satellite's condition, behavior and even intent than anything visible from thousands of kilometers below on the ground

There is an obvious dual use dimension to this technology that is hard to avoid discussing honestly, a satellite built to closely observe another satellite for legitimate safety and traffic management reasons uses largely the same capability that would be needed for more sensitive intelligence gathering or monitoring purposes, and that overlap is part of why this category of space infrastructure tends to attract government and defense interest alongside pure commercial applications

Commercial applications are real and growing regardless of the dual use concerns, insurance companies, satellite operators and orbital traffic management services all have legitimate need for better data on what is happening in orbit, especially as the sheer density of objects up there increases the baseline collision risk that everyone operating in that environment now has to account for

I think this is a good example of how AI driven demand for space based infrastructure, mostly from commercial constellations supporting connectivity and observation, is creating second order infrastructure needs that did not really exist at this scale a decade ago, orbital traffic management is becoming its own industry simply because there is now enough stuff in orbit that watching it all has become a genuine commercial necessity rather than a niche government concern
