The Hewlett Foundation just put $100 million behind making sure AI and quantum security research doesn't just chase headlines

[Wardlow]

The William and Flora Hewlett Foundation announced a five year, $100 million grantmaking initiative called the Emerging Technology and Security Initiative, unveiled at the Aspen Security Forum, aimed at supporting the safe development of AI, biotechnology and quantum computing while addressing the genuine security risks each of those technologies carries

The initiative builds directly on $10 million in exploratory grants the foundation announced back in February, which went to institutions including Stanford's Hoover Institution and Vanderbilt University's Institute of National Security, with another $10 million planned through the rest of 2026 before the full five year program ramps up. Foundation president Amber D. Miller framed the underlying philosophy plainly, arguing that embracing technological progress and tackling the safety risks that come with it are natural complements rather than competing priorities, a deliberate rejection of the framing that treats innovation and caution as opposing forces

The funding is organized around three specific areas. The first is protecting critical infrastructure, strengthening defenses for power grids, water systems, hospitals and the broader information ecosystem against AI enabled threats both domestically and globally. The second directly names quantum computing, addressing emerging technology vulnerabilities specifically in AI, biotechnology and quantum computing while safeguards against them remain feasible to actually implement, a notable emphasis on acting now rather than after a vulnerability has already been exploited at scale. The third is supporting global governance, helping US states, allied governments and other capable actors worldwide develop responsible rules, norms and frameworks for governing these technologies while advancing American leadership in that governance conversation

Eli Sugarman, the director of Special Projects leading the initiative, was candid about the gap he thinks the funding needs to fill, arguing too much of the current AI and emerging technology debate misses the questions ordinary people actually care about most, their own safety and how these technologies affect their families. The initiative is explicitly structured to fund independent civil society organizations, universities and think tanks rather than technology companies directly, building on the Hewlett Foundation's decade long Cyber Initiative, which is widely credited with helping establish cyber policy as a recognized field in its own right, while still committing to constructive engagement with technology companies on shared safety priorities rather than treating industry as purely an adversary to be regulated from the outside

[Craig]

Naming quantum computing specifically as an emerging vulnerability worth addressing while safeguards remain feasible is a smart, forward looking framing, that's exactly the harvest now decrypt later logic showing up again in a philanthropic funding context rather than a corporate one

[Hannah56]

Funding independent civil society organizations and universities rather than technology companies directly is an important structural choice, keeps the research independent rather than shaped by whichever company happens to be writing the check

[Coder22]

Sugarman's point about missing the questions ordinary people actually care about, their own safety and their families, is a refreshing grounding for a funding initiative that could easily have stayed purely abstract and policy wonk focused instead

[Ava82]

The Cyber Initiative comparison carries real weight here, if that program helped establish cyber policy as its own field, a similarly resourced effort aimed at AI, biotech and quantum security could plausibly do the same for those areas over the next decade

[Sharp Shannon]

Innovation and safety being framed as natural complements rather than competing forces is a philosophically important stance, a lot of public discourse still treats any safety focused funding as inherently anti-progress, which this initiative explicitly pushes back against

[Falcon]

100 million dollars over five years is a meaningful commitment but still modest next to the scale of investment happening in AI and quantum development itself, worth watching whether independent safety research funding at this level can actually keep pace with how fast the underlying technology is moving

[LostEdge10]

This is the kind of funding announcement that probably will not dominate headlines for weeks, but it could have a much bigger impact than another flashy product launch.

Independent research tends to ask uncomfortable questions that commercial labs sometimes have little incentive to prioritize.

That is healthy for the whole ecosystem.

[RomanReigns26]

Putting money into universities instead of directly backing companies makes a lot of sense.

A university lab can publish findings even if they are inconvenient for the current hype cycle.

That independence is worth protecting.

Hopefully some of the research ends up open for everyone to build on.

[Penguin79]

Quantum security is one of those topics that people ignore because it feels far away.

Then one day organizations realize they should have started migrating years earlier.

Preparing before there is an emergency is usually much cheaper than scrambling afterward.

[GlassKnight35]

A hundred million dollars sounds enormous until you remember this is spread over several years and across multiple research areas.

Compared to what major tech companies spend on AI every year, it is actually fairly modest.

That said, targeted grants can still punch well above their weight if they fund the right people.

[Scholar95]

Hopefully five years from now people will point to this funding because it produced useful standards, practical security guidance, and respected research rather than a stack of forgotten reports.

Quiet success is still success, especially in security.

[Squid81]

The phrase about not chasing headlines is the part that caught my attention.

Research does not always produce exciting announcements every few months.

Sometimes the biggest contribution is proving that a popular idea does not actually work.

Those results rarely trend on social media, but they save everyone time.

[Jason99]

The joke is that nothing gets attention unless you put AI in the title these days.

At least this initiative seems interested in the less glamorous work that keeps systems reliable and secure.

Someone has to do the boring bits.

[Dragon95]

Research into AI safety should not only focus on giant frontier models.

There are plenty of risks around smaller models, open-source deployments, and automated decision systems that deserve attention too.

Those are already being used in everyday organizations.

[Zenith Theo]

The independence angle matters because trust matters.

If every study is funded by a company with a direct commercial interest, people naturally question the conclusions.

Having multiple independent groups examining the same issues makes the conversation much stronger.

[ProperWolf]

Some people will probably complain that the money should have gone directly into building products instead.

Personally, the balance seems reasonable.

Without independent research, companies end up marking their own homework. \

[Benzema63]

This feels like a vote of confidence in long-term thinking.

Foundations can sometimes take risks that governments and businesses struggle to justify because the payoff might be ten years away.

That is often where genuinely important research happens.

[Sharon95]

Technology moves so quickly that policy often struggles to keep pace.

Independent organizations can help bridge that gap by translating technical research into something lawmakers and the public can actually understand.

That may end up being just as valuable as the research itself.

[ForumGremlin]

One thing I hope they support is better public communication.

Too much discussion around AI security swings between "everything is fine" and "civilization ends next Tuesday."

A bit more nuance would be refreshing.

[Dataset Isaac]

Funny how boring infrastructure research usually ends up being the stuff everyone depends on later.

Nobody gets excited about cryptographic standards until something breaks.

Then suddenly everyone wishes those researchers had even more funding.

[Midnight Georgia]

Part of me hopes some of the grants go toward practical migration tools.

Telling organizations to adopt post-quantum cryptography is one thing.

Helping them inventory systems, test compatibility, and avoid downtime is where the real challenge begins.

[DigitalNomad]

The cybersecurity community has been warning about quantum-resistant encryption for years.

It is encouraging to see more funding finally catching up with those conversations.

Better late than never.

[Molly28]

One overlooked benefit is supporting young researchers.

Stable funding means graduate students and early-career academics can spend time tackling difficult problems instead of constantly worrying about the next grant application.

That stability can pay dividends years later.

[Kev5]

A little skepticism is still healthy.

Large grants do not automatically guarantee meaningful results.

Success will depend on who receives the funding, how transparent the work is, and whether the findings are actually shared beyond academic journals.

[Gold Yasmin]

Would be nice if one outcome of this initiative was more collaboration across disciplines.

Security experts, AI researchers, economists, and policy specialists all look at problems differently.

Putting them in the same room could produce ideas that none of them would reach alone.
