Andrew Bailey, governor of the Bank of England and chair of the Financial Stability Board, wrote to G20 finance ministers warning that frontier AI models represent the most immediate threat to global financial stability right now. He said advanced AI could materially change the speed, scale and economics of cyberattacks in ways that could undermine market confidence system wide, particularly given how concentrated the financial sector already is around a handful of shared third party technology providers. Bailey specifically flagged that many countries currently lack the protocols needed to manage how these advanced models get developed, released and deployed

He called on financial institutions and technology providers to improve their vulnerability management and recovery capabilities, and specifically to prepare for scenarios where a disruption cascades simultaneously across multiple firms that share the same underlying technology dependencies. The Financial Stability Board was originally set up by the G20 back in 2009 in response to the global financial crisis, giving this warning some real institutional weight beyond just one individual's personal opinion
