Kawhi Leonard's trade to Toronto has been frozen for weeks by an NBA investigation. Is the league right to make the Raptors wait?

The Clippers and Raptors agreed on June 30 to send Kawhi Leonard to Toronto for Brandon Ingram, Gradey Dick, two first round picks, two second round picks and pick swaps, reuniting him with the city where he won a championship in 2019. But the trade has been on hold ever since, after the NBA informed both teams that if the Raptors finalized the deal before an ongoing investigation into the Clippers concluded, Toronto would assume all risk of any penalty affecting Leonard. The Raptors chose to wait rather than take on that risk

The investigation, run by outside counsel since last September, centers on a $28 million endorsement deal between Leonard and Aspiration Fund Adviser, a now bankrupt company that also had a $300 million sponsorship deal with the Clippers themselves, following allegations the arrangement was really a way to funnel money to Leonard around the salary cap. Clippers owner Steve Ballmer, who personally invested 60 million dollars in Aspiration, has denied any knowledge of wrongdoing, and the team says it was itself a victim of fraud by Aspiration's convicted co-founder. NBA commissioner Adam Silver said this week he is hopeful the probe wraps up this summer and stressed it must conclude before next season begins, adding that the league did not pause the trade, the teams chose to wait themselves

If the investigation finds Leonard's deal violated cap rules, the league could void his contract entirely or fine him up to 350,000 dollars, a gap serious enough to explain why Toronto backed off rather than risk losing a seven time All-Star for nothing in return. So the actual question, is the league right to let a trade this significant sit frozen for weeks over an investigation into a bankrupt third party company, or has the process itself become a bigger problem than whatever the investigation eventually finds
