The UN Economic Commission for Europe warned that AI data centers and other energy-intensive facilities are being built far faster than electricity grids can be expanded to support them, raising concerns about the reliability and resilience of energy systems worldwide. Global data center electricity consumption is projected to almost double by 2030, rising from 485 terawatt-hours in 2025 to 950 terawatt-hours, equivalent to 3 percent of global electricity demand, according to the International Energy Agency, while global infrastructure investment is only expected to roughly double by 2050

The core mismatch is speed, a large data center can typically be built and connected within two to five years, while expanding transmission lines and other grid infrastructure can take more than a decade due to lengthy planning, approval and construction processes. UNECE warned that overloading electricity systems could cause voltage oscillations, unintended disconnections and cascading failures, a risk already materializing in some grids that depend heavily on renewable energy sources, since AI data center demand can spike unpredictably in ways renewable-heavy grids struggle to match in real time

Ireland has introduced connection restrictions in Dublin and the Netherlands has limited where data centers can be built in response, while UNECE flagged an unresolved question over who should pay for necessary grid upgrades, developers, electricity companies or consumers, warning that the lack of a consistent cost-sharing framework risks delaying investment that's genuinely needed. That unresolved cost-sharing question deserves way more attention than it typically gets, without clear rules for who pays, both developers and grid operators have real incentive to simply wait for someone else to move first
