OpenAI put out a blog post laying out how its adapting its safety, security, transparency and provenance practices as the EU AI Act moves into its next enforcement phase, and its a useful look at how one of the big labs is actually approaching compliance rather than just complaining about it

The post highlights that OpenAI contributed to and endorsed two Codes of Practice, the General Purpose AI Code and the Code of Practice on Transparency of AI Generated Content, both developed through what they describe as extensive multi stakeholder processes, and they frame their approach as needing to be pragmatic, proportionate and risk based rather than purely restrictive

On the safety and security side they point to their Preparedness Framework, in place since 2023 and updated in 2025, plus a newer Frontier Governance Framework that specifically explains how their practices align with the EU AI Acts general purpose AI code requirements around risk assessment, safeguards, incident response and ongoing model updates

On transparency specifically, this ties directly into the EU labelling rules taking effect this week, since OpenAI describes relying on two systems that reinforce each other, Content Credentials through the C2PA standard which helps content carry detailed context, and SynthID watermarks which preserve a signal even when metadata gets stripped, and theyre expanding this work to cover audio in addition to images

Theres also a section on cybersecurity specifically, describing their Trusted Access for Cyber program and an EU Cyber Action Plan launched in May 2026 working with national cyber agencies and critical infrastructure operators, aiming to equip legitimate defenders with advanced cyber models while trying to reduce misuse risk

Reading between the lines, this feels like OpenAI positioning itself as a cooperative compliance partner right as the EUs enforcement teeth actually start biting this week, which is a pretty different posture than the more adversarial lobbying happening elsewhere in the industry over the same rules

The EU Cyber Action Plan detail is the part I find most interesting honestly, giving national cyber agencies and critical infrastructure operators access to advanced models for defense is a genuinely different framing than the usual AI safety conversation

Corporate blog posts about responsible AI always read a bit like PR to me, the real test is whether their actual behavior in enforcement disputes matches this cooperative tone or if it changes once fines start getting issued

Pragmatic proportionate and risk based is corporate speak for we want flexibility, which is fair enough but its also exactly the kind of language that critics worry gets used to water down enforcement over time

Expanding SynthID to cover audio in addition to images is a meaningful technical commitment, audio deepfakes are honestly scarier to me than image ones because voice cloning scams are already a real problem
