Ofgem wants data centres to put down hundreds of millions in deposits just to join the grid queue

[Joel5]

Ofgem has proposed that developers building new UK data centres should have to pay a refundable deposit somewhere between £237,500 and 712,500 per megawatt just to get a connection request into the grid queue, which for a single one gigawatt facility works out to hundreds of millions of pounds sitting on deposit before a single server even gets installed

The trigger for this is a wild number, the amount of electricity capacity currently being requested by projects trying to join the grid queue has grown from 41 gigawatts back in late 2024 to around 125 gigawatts now, and that is more than double Britain's actual peak electricity demand which sits at roughly 46 gigawatts, so the queue is absolutely clogged with requests that may never turn into real buildings

The whole point of the deposit is to separate genuine projects from speculative ones, right now anyone can apparently reserve a spot in line with basically no financial skin in the game, which means real developers with fully financed plans are stuck queuing behind paper projects that might never break ground, and the deposit gets refunded once a project actually hits its construction milestones so it is not meant as a punitive fee

Scotland keeps coming up as the preferred location for a lot of these future projects specifically because of its renewable energy supply, with 24 projects reportedly already in the planning pipeline there, which makes sense given how much this entire debate keeps circling back to where the actual electricity is going to come from rather than just chip supply or GPU allocation

This is happening against a backdrop of real local opposition too, residents near existing sites have raised the usual concerns about noise, the sheer scale of electricity draw, and the large volumes of water some facilities use to cool high performance chips, so Ofgem is trying to solve a queue management problem and a public trust problem at more or less the same time with one proposal

£237,500 to £712,500 per megawatt sounds steep until you realise a gigawatt scale AI data centre project probably has billions in financing lined up anyway, this is a rounding error for the developers who were always going to build

[Serpent]

That is sort of the point though, it is specifically meant to filter out the projects that don't have billions lined up and are just squatting in the queue hoping something works out later

[Anchor41]

125 gigawatts of requests against 46 gigawatts of actual peak demand is such a stark number, the queue itself has basically become the real bottleneck rather than power generation capacity

[Dave]

Refundable deposits are a smart middle ground honestly, a straight non refundable fee would punish genuine developers who hit delays for reasons outside their control, this at least ties the money to actually reaching milestones

[Caitlin_69]

Fair point, filtering the queue and expanding actual generation and transmission capacity are two completely separate problems and this proposal only really tackles the first one

[Coastal Current]

Worth remembering this only solves the queue clogging problem, it does nothing about the underlying question of whether the grid can actually physically supply this much power even once the fake projects get filtered out

Scotland becoming the default answer for new data centre siting because of renewable supply is going to reshape the local planning debate up there fast, curious how residents feel about that trade off
