The Responsible Fintech Institute and technology partner Safeheron launched a cross regional pilot program this week bringing banks and financial regulators together to test post quantum cryptography specifically for securing digital asset transfers. The initiative centers on ML-DSA-65, the NIST FIPS 204 digital signature standard, and uses the quantum resistant NEAR testnet to simulate real world on chain transaction conditions.

Multiple jurisdictions are participating jointly, with both banks and regulatory bodies involved directly in the testing process rather than banks simply implementing a standard on their own and reporting results afterward. The pilot's design has regulators observing the testing initially before moving into active governance discussions, and the whole setup focuses specifically on wallet generation and on chain transfer activity using multi party computation signing within a shared application environment that all participants access consistently.

Chia Hock Lai, chairman of the Responsible Fintech Institute, framed the collaborative structure as a direct response to a coordination problem that's plagued post quantum migration efforts broadly, arguing that no single bank, vendor, or regulator can solve this transition alone. Safeheron's chief security and policy officer Jag Foo pointed specifically to AI as a factor compressing the expected timeline for this whole transition, arguing that AI is accelerating the pace of change and likely bringing the quantum threat closer to reality than previous estimates suggested, which is why the company plans to open source the underlying protocol code and push for independent security audits rather than keeping the work proprietary.

Results from the pilot, including the actual research findings and protocol design details, are set to be published in a public whitepaper meant to give the broader financial industry a shared reference point rather than leaving each institution to solve the same migration problem independently and in isolation. David Peters, managing director of the Gelephu Financial Services Office, welcomed the industry led approach specifically, suggesting regulators see real value in the private sector identifying a workable, tested protocol before any formal regulatory mandate gets written and imposed from above

Regulators actually participating directly in testing rather than just reviewing results afterward is the detail that stands out most here. That's a meaningfully more collaborative approach than the usual pattern of industry building something first and regulators reacting to it months or years later

Using NEAR's testnet specifically as the simulation environment is an interesting choice worth noting, since NEAR has apparently already built quantum resistance considerations directly into its own protocol design rather than needing to retrofit that consideration after the fact the way most established blockchains eventually will need to.

That gives this pilot a genuinely realistic testing environment to work within rather than a purely theoretical or artificially simplified simulation removed from real world blockchain conditions. Multi party computation signing adds another meaningful layer of realism too, since real institutional digital asset custody rarely relies on a single private key held by one party in the way a simple wallet demo often assumes for the sake of simplicity. Testing against that more realistic, institutional grade complexity from the very start should make the eventual findings considerably more useful and directly applicable to real banks than a simplified proof of concept would have been. Good sign this pilot is actually trying to model genuine production conditions rather than a stripped down academic demonstration built purely to look impressive in a press release

Committing to open source the protocol code before the whitepaper even gets published is a smart trust building move given how skeptical people rightfully are of proprietary security claims that can't actually be independently verified. Anyone can claim a system is quantum safe in a press release, but that claim means very little without actual outside cryptographers being able to inspect the implementation directly for themselves. This approach at least creates the conditions for real independent scrutiny rather than asking the industry to just take a vendor's word for it. More post quantum security announcements should probably follow this same transparency model going forward
