President Trump signed two executive orders on quantum technology on June 22nd and the significance of this is hard to overstate for anyone following the quantum computing space. EO 14413 establishes a national effort to build the first quantum computer powerful enough to kick off the era of scientific discovery, to be housed at a Department of Energy facility. EO 14412 meanwhile mandates that all federal high-value systems migrate to post-quantum cryptography for key establishment by December 31 2030 and digital signatures by 2031.

The signing ceremony in the Oval Office included executives from IBM and Alphabet which tells you something about the public-private nature of what they are trying to build here. The Commerce Department also announced letters of intent to take equity stakes in nine US quantum companies totalling around two billion dollars, which followed a late May move to redirect CHIPS Act funding toward quantum. Quantinuum shares jumped over thirteen percent on the news.

The post-quantum cryptography deadline is actually the more immediately important story for businesses that deal with government contracts. Federal acquisition regulations will require contractors to comply with PQC standards by 2031, meaning enterprises need to start their cryptographic inventory work now if they have not already. The harvest-now-decrypt-later threat is real and this order compresses the timeline considerably compared to the Biden era's 2035 target.

Anyone else notice the Oval Office ceremony included IBM and Alphabet executives but not anyone from IonQ or other smaller quantum companies? Politics of these things is always interesting

The 2035 Biden target was always unrealistic in terms of how long PQC migration actually takes across complex enterprise systems. 2031 is even harder but at least it creates urgency

EO 14413 establishing the QC-ADDS effort is the one I am watching. If the DOE actually delivers technical specs within 90 days and then follows through, this could genuinely accelerate things
