Hong Kong's banks have a new guide for getting ready for quantum computers. The Quantum Insider reports that the Hong Kong University of Science and Technology and the Hong Kong Monetary Authority have launched a post-quantum cryptography toolkit for the banking sector

The toolkit covers governance, assessing cryptographic exposure, building an inventory of crypto assets, setting priorities, engaging suppliers and planning timelines for migration

It follows the HKMA's Quantum Preparedness Index, launched in July 2026, which scored Hong Kong's banking sector 2.3 out of 10. The aim is to reach 10 by 2030

HKMA deputy chief executive Arthur Yuen said the index has established a clear starting point for the sector. Professor Frederik Anseel, dean of HKUST Business School, said preparing for the quantum era is a leadership challenge. The toolkit is not described as mandatory, will be updated over time, and the participating banks were not named

A score of 2.3 out of 10 shows how much work banks still have to do, so practical guidance is welcome. Framing it as a leadership issue is smart, because migration needs boardroom support and budgets. Other financial centres may follow Hong Kong's lead

Are banks doing enough to prepare for quantum threats? And should regulators make post-quantum migration mandatory?
