The US Department of the Treasury has officially launched a Quantum-Readiness Task Force, fulfilling an obligation set out in a June executive order titled Securing The Nation Against Advanced Cryptographic Attacks. The task force is structured as a public private initiative aimed at helping the financial services sector transition to quantum safe technology in what Treasury describes as an orderly and operationally resilient manner, building directly on a roadmap the G7 Cyber Expert Group drew up earlier this year.

Treasury Secretary Scott Bessent framed the effort around economic competitiveness, saying America must lead in securing the technologies that power its economy and that the task force will help ensure the financial system remains strong, secure, and competitive as new technologies reshape the global landscape. The task force organizes its work around three specific workstreams, Sector Alignment and PQC Transition, Third Party and Vendor Readiness, and Digital Assets and Emerging Technology Risk, bringing together government officials, financial institutions, market infrastructure providers, and technology suppliers to coordinate preparation for quantum related cyber risk.

David Tao, vice president of the Financial Institutions Group at Moody's Ratings, told Computer Weekly the task force highlights the growing importance of post quantum cryptography as a financial sector resilience issue specifically. He noted that organizations may need to act well before cryptographically relevant quantum computers actually arrive, since the transition itself is likely to be lengthy, costly, and operationally complex, and that delaying preparation increases exposure to harvest now decrypt later risks where attackers collect encrypted data today with the intention of decrypting it once sufficiently powerful quantum capabilities eventually exist. Tao specifically flagged large banks, payment processors, and critical infrastructure operators as facing the steepest transition burden, given how often these organizations run complex, legacy dependent technology environments where vulnerable systems can't simply be updated in software and may instead require actual physical hardware replacement.

The task force launch comes alongside separate legislative activity on the same broad topic. Earlier in August, senators Chris Coons and Mike Rounds introduced the bipartisan Quantum Grid Utility Assurance and Resilient Defence Act, which would direct agencies like the Federal Energy Regulatory Commission to evaluate quantum vulnerabilities specifically within the US electrical grid and mandate closer collaboration between grid operators, government, and the cybersecurity community. Cyber Threat Alliance president Michael Daniel welcomed that proposed legislation, describing the cybersecurity impacts of quantum computing as immense and calling directing federal agencies to consider these risks now a good, proactive step to take well ahead of any actual crisis

The three workstream structure, sector alignment, vendor readiness, and digital assets risk specifically, is a sensible way to break down what's otherwise an enormous, sprawling problem into actually manageable pieces. Treating vendor and third party readiness as its own dedicated workstream is smart given how many financial institutions run on outside software and infrastructure they don't fully control themselves
