Everyone is still digesting the June 22 executive order on quantum and this week showed why it matters, with the NIST SRI manufacturing centre explicitly citing it. The order establishes something called the QC-ADDS Effort, a national push to build a quantum computer at a scale intended to kick off the era of quantum enabled scientific discovery, with at least one machine delivered to a Department of Energy facility and, where possible, opened to the scientific community

There is a lot more buried in the text. A national centre for assessing the performance of quantum computing systems within 180 days, information sharing mechanisms so government can evaluate commercial quantum capabilities, and the War Department directed to stand up programs for national security applications of quantum computing

The framing is explicitly competitive, solidifying the US as the QIST superpower while working with allies to keep adversaries from using the technology against it. Combined with the 2 billion dollar Commerce program taking equity stakes in quantum companies, the US government has moved from funding research to actively shaping the industrial structure of the sector

A government benchmark centre judging commercial machines is the piece I keep chewing on. Done well it kills the benchmark marketing nonsense this industry drowns in, done badly it becomes a gatekeeper deciding which architectures get anointed. Which way does this go?
