The Nevada Transportation Authority voted unanimously last week to approve commercial robotaxi permits for Tesla, Uber, and Waymo, opening the door to as many as 8,000 self driving vehicles operating across Clark County, which includes Las Vegas. Tesla received the largest single allocation by far, cleared for up to 5,000 vehicles over the next 12 months.

Waymo and Uber, the latter operating through partnerships with Hyundai's Motional and with Zoox, were each approved for up to 1,000 vehicles. Zoox already holds its own separate permit covering 100 robotaxis, meaning the total potential fleet across all operators tops out somewhere north of 8,000 cars once everything is combined.

It's worth being clear about what these numbers actually mean though. A permit is regulatory authorization to deploy up to a certain number of vehicles, not a promise that any company will actually put that many cars on the road right away. Tesla's own robotaxi engineering lead told the board during the hearing that 5,000 has always been a ceiling rather than a target, and that the company would be happy just getting to half that number by some point next year.

This is a dramatic jump from where things stood only a month earlier, when Tesla was capped at just 10 robotaxis confined to a narrow stretch of the Las Vegas Strip, banned from airport pickups, and limited to 45 miles per hour. Taxi and livery groups pushed back against the expansion during the hearing, raising concerns about oversaturating the local transportation market and adding to congestion in the already chaotic corridor between the airport and the Strip, but the board approved all three applications regardless
