G7 leaders held an AI working lunch with Sam Altman from OpenAI Demis Hassabis from DeepMind and Dario Amodei from Anthropic. These were closed-door negotiations about frontier AI model access standards and security protocols among allied nations. The fact that governments are now negotiating directly with AI company CEOs shows how much leverage and strategic importance these companies hold

Anthropic CEO Dario Amodei urged democratic nations to avoid fragmenting AI access and standards warning that restrictions on advanced AI models could weaken cooperation and security among allies. This is a clear signal that Anthropic doesn't want balkanization of the AI landscape. Open access to allied nations matters for their business model and strategic positioning

The underlying tension is real. Democracies want access to frontier AI capabilities. Authoritarian regimes want the same. Export controls seem obvious but they create coalition-building among democracies versus others. The G7 meeting is trying to establish norms before the landscape fragments irreversibly

One interpretation is governments are trying to monopolize access. Another is they're trying to establish guardrails that apply equally to all. The truth is probably both. Governments want security but also strategic advantage. AI companies want market access but also responsible deployment

The fact that this happened at all shows how mainstream AI governance is becoming. A few years ago these conversations weren't happening at G7 level. Now AI company CEOs are negotiating with heads of state about policy. That's a massive shift in the importance and control of AI systems

When governments start negotiating directly with CEOs about technology it means that technology is now a geopolitical weapon. We're past the point of treating AI as just software
