Euractiv covered the Fable and Mythos shutdown from a European regulatory angle and it raises some uncomfortable questions about what export controls on AI actually mean in practice. The US directive was ostensibly about blocking foreign nationals from accessing the models, but because Anthropic cannot technically isolate foreign nationals within a global cloud deployment, the result is a complete worldwide shutdown. European businesses and researchers who had been using Fable via the API or Claude.ai are simply locked out with essentially no notice. The government letter gave Anthropic hours, not days, to comply.

The European dimension here matters because this is not the first time US export control logic has created collateral damage for non-US users of American tech platforms. The question Euractiv is raising is whether European organisations should be building critical dependencies on AI infrastructure that can be switched off by a foreign government's executive order with zero warning. It is a fair concern. The episode also highlights a gap in EU AI governance, since there is currently no European frontier model at the capability level of Fable, leaving European users entirely dependent on US providers who are in turn subject to unpredictable US national security directives.
