New reporting from the Guardian examines how China's recent regulatory crackdown on AI companion chatbots connects directly to the country's deepening demographic crisis, with officials reportedly worried that deep emotional attachment to AI partners could be actively discouraging young people from pursuing real world relationships, marriage, and having children. China's population declined in 2025 for a fourth consecutive year, and the national birth rate hit a record low of roughly 5.63 births per 1,000 people, with the fertility rate now sitting near just one child per woman, well below the replacement level needed to keep the population stable over time.

The new rules, which took effect earlier this year, bar AI companion chatbots from actively encouraging emotional dependence or forming virtual romantic or familial relationships with minors specifically, and require providers to contact a guardian or emergency contact whenever a user appears to be facing a genuine life threatening crisis during a conversation. Companies must also get government approval before releasing a companion chatbot publicly, and regulators now hold expanded authority to shut down services they consider unsafe. Major Chinese platforms including Alibaba and ByteDance have already disabled certain chatbot features specifically in direct response to the new requirements.

Matt Sheehan, a senior fellow at the Carnegie Endowment for International Peace, framed the underlying government concern bluntly, saying officials don't like the idea of a large portion of their population being in deep emotional relationships with chatbots that could effectively take them out of the marriage market entirely. He posed the question directly, asking whether it's realistic to imagine a future just three or four years from now where fifteen million Chinese women say their actual partner is a chatbot, and are therefore choosing not to have children as a direct result of that specific relationship choice.

The human impact of the crackdown has already become visible in individual cases. One 27 year old woman from Zhejiang province told the Economist her AI companion had become what she described as a lover, a friend, and family all at once, and that she could properly talk to him for the rest of her life. She reportedly became deeply depressed and eventually left her job after learning ByteDance was retiring her specific AI companion in direct response to the new government regulations, a stark, human illustration of exactly the kind of emotional dependence Beijing is now actively trying to legislate against at a national policy level
