A heat pump does not create heat the way a furnace burns fuel to generate it, instead it moves heat from one place to another, which sounds like a small distinction but is actually the entire reason heat pumps can be dramatically more energy efficient than traditional heating systems. A heat pump running in heating mode extracts warmth from the outside air, even when that air feels freezing cold to a person standing in it, and transfers it indoors, while in cooling mode it simply runs the exact same process in reverse, working essentially like a refrigerator for an entire house

The seemingly impossible part, pulling heat out of already cold outdoor air, works because the heat pump's refrigerant can be engineered to run even colder than the air outside it. Heat naturally flows from warmer things to colder things, so as long as the refrigerant inside the system is colder than the outdoor air, however cold that air already is, heat will still flow into the refrigerant, which then gets compressed, warmed further, and released inside the home

Because most of the delivered warmth is transferred rather than generated from scratch, a typical heat pump can be roughly three to four times more efficient than a gas boiler or electric heater, according to the International Energy Agency, meaning the heat output delivered is several times greater than the electrical energy actually used to power the system. Cold climate heat pump models have been specifically engineered to keep this efficiency advantage even in genuinely frigid conditions, well below freezing, addressing what used to be the technology's biggest practical limitation for colder regions
