Cooling is where I usually refuse to cheap out. Not because every CPU needs an enormous cooler, but because a decent cooler can keep noise down while giving you thermal headroom. A machine that is technically cool enough but sounds like a small vacuum cleaner isn't much fun to use

For a sensible mainstream processor, though, this doesn't mean buying a huge liquid cooler. A good tower air cooler is often more than enough and has fewer things that can fail

Fans deserve attention too. Cheap fans can have noisy bearings, unpleasant motor tones or poor airflow. A handful of decent fans running slowly is usually nicer than several cheap ones running flat out

The practical test is simple: build the system so it can stay quiet during normal work and gaming. If the fans only become noticeable during a heavy benchmark, that is a much better outcome than having constant background noise
